Hugo the pigeon is a park warden, who takes his role very seriously. Every day he patrols the park, encouraging elderly Monsieur Petit to walk his dog, playing with the children to give their mothers a break and cleaning up when everyone has gone home. In winter, he visits all the apartments overlooking the park, reassuring the residents that spring will soon arrive.
There is one apartment window, however, where the curtains are always closed. Concerned for the inhabitant, Hugo visits regularly to knock politely on the window, sure somebody is hiding within. Eventually, a little girl peeps out and offers him a shy smile. One day, Hugo is late, so the worried child emerges on to the balcony to look for her new friend, setting in motion a series of events which will transform her lonely life.
